Document Submission Steps

  1. 1

Select the appropriate free zone authority based on your professional activity: DMCC (all business categories), Dubai Media City (media, marketing, PR), twofour54 (media and creative industries, Abu Dhabi).

  2. 2

Submit a Freelance Permit application via the chosen free zone's online portal, specifying your professional activity category — ensure the category matches your actual client engagements to avoid permit conditions violations.

  3. 3

Pay the free zone application fee: DMCC Freelance costs approximately AED 8,000–12,000 (USD 2,200–3,300) for the first year including licence, e-channel registration, and establishment card.

  4. 4

Submit passport copy, CV/professional portfolio, and business plan summary as required by the free zone authority; some authorities require a no-objection letter from the home country.

  5. 5

Apply for the associated UAE Residence Visa through the free zone's typing centre — attach the Establishment Card, Emirates ID application form, and medical insurance certificate.

  6. 6

Complete mandatory medical fitness test at a MOHAP-approved centre (blood test, chest X-ray) — required for Emirates ID issuance.

  7. 7

Submit biometrics at GDRFA for Emirates ID; collect within 5–7 working days.

  8. 8

Open a corporate UAE bank account (FAB, ADCB, or Emirates NBD Business) using the trade licence, Establishment Card, Emirates ID, and company Memorandum of Association.

Tax Treatment for Nomads

The UAE Freelance Permit combined with a free zone company structure is one of the most tax-efficient legal frameworks available to any self-employed professional globally. Free zone companies operating as Qualifying Free Zone Persons (QFZPs) under the UAE Corporate Tax Law pay 0% corporate tax on qualifying income — income from transactions with counterparties outside mainland UAE. Freelancers invoicing international clients exclusively through their DMCC or Dubai Media City entity retain 100% of revenue net of the 9% corporate tax (which only bites above the AED 375,000 threshold).

For freelancers earning USD 100,000–500,000 per year, the comparison with European alternatives is stark: a sole trader in Germany or France would face 40–50% marginal income tax; the same income routed through a UAE free zone company incurs 0% individual tax and 0–9% corporate tax (with a large 0% band). The annual all-in cost of maintaining a DMCC freelance licence including visa, medical insurance, desk rental, and audit is approximately USD 6,000–9,000 — a net saving of USD 30,000–100,000 per year at higher income levels versus OECD jurisdictions.

Critical compliance check: free zone revenue that is not 'qualifying income' — for example, income from UAE mainland clients or from activities deemed to create a UAE-mainland nexus — is subject to 9% corporate tax. Freelancers whose client base is entirely non-UAE have the cleanest structure. Dividend distributions from the free zone company to the individual shareholder are not subject to UAE dividend withholding tax, allowing full profit extraction without additional tax friction.

Permanent Residency & Citizenship Path

The UAE Freelance Permit, issued through free zone authorities such as DMCC, Dubai Media City (DMC), or twofour54 in Abu Dhabi, does not by itself create a residency visa. Freelancers must obtain a residency visa tied to the free zone establishment as a second step. This residency visa, valid for 2–3 years renewable, grants UAE residence but — as with the Remote Work Visa — does not convert into a standard permanent residency permit under current UAE law.

The premium long-term route for UAE Freelance Permit holders is the UAE Golden Visa (10-year renewable residency), available to freelancers who can demonstrate either a qualifying investment (AED 2 million property, AED 500,000 stock market portfolio) or designation as a specialised talent in fields including science, culture, and creative industries. The Ministry of Culture and Youth manages the creative talent Golden Visa pathway, which specifically targets digital content creators, designers, and artists whose portfolio meets ministry criteria.

For high-earning freelancers, the optimal structure involves establishing a DMCC or similar free zone company (rather than remaining a sole freelancer), which offers stronger banking relationships, the ability to hire employees, and easier Golden Visa qualification via the company investment route. Free zone company maintenance costs range from AED 15,000–30,000/year. UAE does not offer naturalisation by standard long-term residence; citizenship remains by Presidential decree only.

Banking & Account Opening

UAE freelancers require both a personal UAE bank account (for salary/drawings) and ideally a corporate account tied to the free zone licence for business invoicing. Emirates NBD Business, FAB Business, and Mashreq Neo Business are the standard options. Corporate account opening requires: trade licence, establishment card, Emirates ID, passport, proof of UAE address, and a description of business activities including sample invoices from clients. For DMCC entities, ADCB and Emirates NBD have dedicated DMCC desk officers who can often complete the application in 2–3 working days. Personal accounts follow the same process as UAE Remote Work Visa holders above. Note that some UAE banks remain cautious about accounts for sole-activity freelancers in media or tech — having a formal free zone trade licence substantially increases approval probability over a bare freelance permit.

Health Insurance Compliance

Free zone authorities mandate that freelance permit holders maintain UAE-licensed health insurance as a condition of permit renewal. DMCC mandates DHA-compliant insurance for Dubai-based permit holders; twofour54 mandates HAAD-compliant insurance for Abu Dhabi. The minimum Essential Benefits Plan (EBP) costs AED 320–700/year and covers basic inpatient, emergency, and pharmacy benefits. For freelancers with international clients who also travel frequently, an international plan (Cigna Global, AXA Expatriate) that includes UAE as a coverage zone AND covers worldwide travel provides the optimal dual-use compliance: it satisfies UAE licence renewal requirements and covers health incidents while travelling to client sites globally. AXA Gulf and Daman Insurance are the two dominant UAE-licensed providers with network access across all major UAE hospitals.
